This incident caused the temporary closure of the CTA tunnel and the Terminal 3 parking area.

Two more people are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area on suspicion of theft and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. They both remain in custody, the force said.

These detentions come after a probe into an assault at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the incident, two women had stolen from them their luggage after getting out of a parking garage elevator.

A three-year-old girl was one of the those hurt during the incident. Five people went to hospital for medical care and were later discharged.

Police detained a man in his thirties on suspicion of robbery and assault near the location. He was subsequently released under investigation while inquiries continue.

Authorities were called at approximately 8:10 in the morning GMT after reports came in regarding a number of people injured by a noxious substance thought to be pepper spray.

The assault - an event that police said was isolated and not considered an act of terror - resulted in train delays and the temporary shutdown of the main airport tunnel and the T3 car park for a short time.
